TITLE
Recommendation to authorize City Manager to execute any and all documents necessary for a Rebroadcast Agreement between the City of Long Beach and T-Mobile USA, Inc., a Delaware Corporation, to rebroadcast the wireless signal for enhanced coverage at City facilities.  (Citywide)
 
DISCUSSION
City Council authorization is requested to execute a Rebroadcast Authorization Agreement with T-Mobile USA, Inc. to authorize the City to rebroadcast the wireless signal for enhanced cell phone coverage at the City's Emergency Operations Center (EOC).  The Department of Disaster Preparedness and Emergency Communications was awarded a 2013 Urban Area Security Initiative (UASI) grant to purchase and install bi-directional amplifier systems (BDA) for three cell phone services and two radio frequencies to enhance the cell phone and radio coverage within the EOC.  The current cell phone and radio coverage within the EOC is limited and sporadic.  During an activation of the EOC, it is critical that all communication options are available to receive and provide information.  
 
Authorizing this agreement will allow for the enhanced T-Mobile cell phone signal into the EOC.  T-Mobile has waived the cost for this rebroadcast capability for the City of Long Beach.  
 
This matter was reviewed by Deputy City Attorney Kendra Carney on May 26, 2015 and by Budget Management Officer Victoria Bell on May 28, 2015.
 
TIMING CONSIDERATIONS
City Council action is requested on June 16, 2015 to allow for the timely installation of the UASI grant-funded BDA system equipment to ensure necessary capabilities for EOC operations.  
 
FISCAL IMPACT
There is no annual cost for this agreement.  There is no local job impact associated with this recommendation.
