TITLE
Recommendation to authorize City Manager to execute a Memorandum of Understanding between the National Insurance Crime Bureau (NICB) and the City of Long Beach to continue using NICB's services in auto theft and fraud investigations at no cost to the City.  (Citywide)
 
DISCUSSION
The National Insurance Crime Bureau (NICB) is a not-for-profit organization supported by approximately 1,000 property and casualty insurance companies. NICB is dedicated to fighting insurance-related crime and vehicle theft through gathering and disseminating information related to insurance fraud and vehicle theft. NICB maintains a toll-free number and website that aids investigators in identifying stolen vehicles.
 
The Long Beach Police Department has been a participating agency with NICB for over 20 years. A Memorandum of Understanding will formalize this relationship.
 
This matter was reviewed by Deputy City Attorney Richard Anthony on July 6, 2005, and Budget Management Officer David Wodynski on July 7,2005.
 
TIMING CONSIDERATIONS
City Council action on this item is requested on July 19, 2005, to ensure continued service from NICS to the Police Department.
 
FISCAL IMPACT
There is no cost to the City for participation in this program.
