DISCUSSION
City Council approval is being requested to enter into a contract for the purchase of one Volvo L120G articulated wheel loader from Volvo Construction Equipment and Services.

The Department of Financial Management, Fleet Services Bureau, has an immediate need to purchase one articulated wheel loader as part of the City’s FY 12 vehicle replacement plan. The regular replacement cycle for off-road equipment of this type is 12 years. The unit being replaced is now 13 years old and past its useful life, due to severe corrosion from use in a saltwater environment. The Department of Parks, Recreation, and Marine, Beach Maintenance Division, uses this equipment daily to move and maintain all beach shoreline sand.

The bids were advertised in the Press-Telegram on August 17, 2012 and 247 potential bidders specializing in articulated wheel loaders were notified of the bid opportunity. Of those bidders, 12 downloaded the bids via our electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing . A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women-owned business groups. Four bids were received on August 28, 2012. Of those four bidders, none were Minority-owned Business Enterprises (MBEs), one was a Women-owned Business Enterprise (WBE), none were certified Small Business Enterprises (SBEs), and one was a Long Beach business (Local).
