TITLE
Recommendation to authorize City Manager to execute an agreement, any subsequent amendments thereto, and any related necessary documents to provide law enforcement and security services to Long Beach Community College District for a period of three years. DISCUSSION
Since August 1, 2003, the Long Beach Police Department (PD) has provided law enforcement and security services for the Long Beach City College (LBCC) Liberal Arts and Pacific Coast campuses. A new agreement has been negotiated for the three-year term of October 1, 2014 to September 30, 2017.

The major terms and conditions of the new three-year agreement include LBCC reimbursement to the PD for personnel straight-time and benefits, overtime not to exceed 2,089 hours per year, training, supplies, equipment and four police vehicles. PD personnel includes one Police Lieutenant, four Police Officers, 12 Special Services Officer IlI’s, one Special Services Officer IV, and one Communications Dispatcher II to provide law enforcement and security services for the two LBCC campuses.

This matter was reviewed by Deputy City Attorney Kendra Carney on May 29, 2014 and by Budget Officer Victoria Bell on May 29, 2014.

TIMING CONSIDERATIONS
City Council action on this matter is requested on July 1, 2014, to expedite execution of the agreement.

FISCAL IMPACT
The expense associated with this agreement will be fully offset by reimbursement from LBCC. The FY 15 reimbursement from LBCC will be $2,783,790, including direct and indirect costs. Indirect costs will be reimbursed at 12.7 percent of the direct costs. The FY 15 proposed budget for the Police Department (PD) will reflect the new agreement terms.
