TITLE

Recommendation to authorize City Manager to accept an easement deed from Shimadzu Precision Instruments, Inc., the owner of the property located at 3645 Lakewood Boulevard for the installation of public utilities, and adopt and accept Douglas Park Environmental Impact Report 2001051048.  (District 5)

DISCUSSION

The owner of commercial property at 3645 Lakewood Boulevard is preparing to renovate the site. To accommodate the proposed new use, it is necessary that an easement be granted to the City to allow the installation of a 12-inch diameter water line and a double-check detector valve (attachment). This new line will provide backflow prevention to protect water supplies from contamination. The renovation construction plans consist of landscape enhancements, stormdrain improvements, and parkway renovations.

City staff conducted a review of affected agencies and there were no objections to the proposed easement.  The proposed easement is in conformance with the Douglas Park Environmental Impact Report 2001051048, adopted December 14, 2004.

This matter was reviewed by Principal Deputy City Attorney Gary J. Anderson on September 29, 2015 and by Budget Management Officer Victoria Bell on February 1, 2016.

TIMING CONSIDERATIONS

City Council action on this matter is not time critical.

FISCAL IMPACT

A grant of easement processing fee in the amount of $2,044 was deposited into the General Fund (GF) in the Public Works Department (PW).  Approval of this matter will provide continued support to the local economy.
