TITLE
Recommendation to adopt Plans and Specifications No. R-6776 for the Queen Mary Fire Alarm Upgrade, located at 1126 Queens Highway, and authorize City Manager to sign all documents necessary to execute a contract with Minako America Corp., and any amendments thereto in an estimated amount of $1,452,700, plus a fifteen percent contingency amount of $217,905, if necessary. (District 2)

DISCUSSION
The City of Long Beach intends to complete the renovation of the Fire Alarm System aboard the Queen Mary. The previous operator failed to complete the work and the City agreed to complete the work with funding from the bankruptcy settlement. The bankruptcy settlement was deposited into the Queen Mary Reserve Fund, in which the rent from Catalina Express is also deposited. The Queen Mary Reserve Fund is to be used expressly for capital improvements and restoration efforts for the ship. The City has agreed to update the Fire Alarm System to meet current State of California Fire Code requirements and provide a modern, dependable fire life safety system. The project includes the replacement of antiquated smoke detectors, strobes and sounding devices in order to have the entire fire alarm system connected to one modern reporting device.

City Council adoption of the plans and specifications and award of contract are being recommended concurrently to expedite project implementation. The project was advertised for bids on January 16, 2009, and bids were opened on February 11, 2009. Information regarding the bid and Minako America Corp. is shown on the attached contract award document. A vicinity map of the area is attached.
