TITLE
Recommendation to adopt resolution authorizing City Manager to submit an application to the California Integrated Waste Management Board for the 2005/2006 Local Government Waste Tire Cleanup and Amnesty Event Grant and execute all documents necessary to accept funds and implement the program. (Citywide)

DISCUSSION
The Department of Public Works, Environmental Services Bureau (ESB), collects waste tires from residents and illegal dump sites. These tires are delivered to recyclers to make playground mats and other durable items. This program is funded through existing resources in the Refuse and Recycling Fund. The California Integrated Waste Management Board (CIWMB) has grant funds available to expand programs that recycle waste tires. This grant would enable ESB to expand its tire clean-up program to collect more tires and keep the City of Long Beach cleaner.

A resolution authorizing the grant application is required and also gives the City Manager the authority to execute grant-related documents, if funds are awarded. If the City's grant request is approved, these funds would be used to conduct two waste tire collection amnesty events during the one-year grant term. These tires will then be delivered to recyclers.

This letter was reviewed by Deputy City Attorney Lisa Malmsten and Budget Officer David Wodynski on February 24,2006.

TIMING CONSIDERATIONS
City Council action on this matter is requested by March 7, 2006 in order to submit the grant application to CIWMB before the March I O , 2006 deadline.

FISCAL IMPACT
The City of Long Beach is requesting $50,502 to fund a tire-recycling program. This amount, if received, will be deposited in the RefuselRecycling Fund (EF 330) in the Department of Public Works (PW).
