TITLE
Recommendation to request City Attorney to prepare an amendment to Section 10.22.080 of the Long Beach Municipal Code adding the prohibition of parking "For Sale" vehicles on the following streets :
·      25th Way, between De Forest Avenue and Golden Avenue
·      26th Way, between De Forest Avenue and Golden Avenue
·      Golden Avenue, between 27th Street and 25th Street
 
DISCUSSION
The City of Long Beach prohibits the parking of "For Sale" vehicles under section 10 .22 .080 of the Municipal Code (Parking Vehicles for Sale).
 
The Seventh District Council office has received numerous complaints from residents regarding their concern over the number of vehicles with "For Sale" signs on them parked along 25th Way, between De Forest Avenue and Golden Avenue.  The subject location is located in a residential area adjacent to a public greenbelt with close proximity to the I-710 freeway and the LA River.
 
With the increase in vehicles parking with "For Sale" signs on them, the neighborhood is experiencing unsafe traffic conditions because motorists interrupt traffic flow when slowing down their car or stopping to see the vehicles "For Sale", which creates the potential for rear-end accidents along Golden Avenue. In addition, they are double-parking 25th Way to examine the cars or to get information off the "For Sale" sign.
 
The parking of for sale vehicles also restricts the use of the green belt and limits the ability of law enforcement, such as the California Highway Patrol, to safely conduct vehicle inspections and issue citations due to lack of parking areas on Willow Avenue. The parking of for sale vehicles on 25th Street pushes these activities further into the neighborhood along Golden Ave.
