DISCUSSION
Pursuant to your request on September 19, 2023, this Ordinance has been prepared and is submitted for your consideration. On September 19, 2023, City Council received and filed a report on a proposed Long Beach Minimum Wage for Hotel Workers and requested the City Attorney to prepare a ballot measure for consideration of the voters at the March 2024 municipal election to authorize a market pay adjustment that ensures fair and competitive
wages for hotel workers. This Ordinance does the following:

• Increases the minimum wage for hotel workers in a phased approach, as outlined in “Option C” of the staff report presented to the City Council on September 19, 2023, included as Attachment “1”; and

• Clarifies and strengthens the "service charge" provisions of the current ordinance to help close loopholes and ensure that service charge revenues go directly to the hotel workers performing services for customers from whom the service charges are collected; and
