TITLE
Recommendation to request City Manager, or designee, to accept an easement for sidewalk purposes and authorize payment in the amount of $2,645 to the State of California for the easement.  (District 5)

DISCUSSION
Last year the City constructed improvements on Redondo Avenue between Stearns Street and Willow Street which included the construction of sidewalks and access ramps to facilitate compliance with the Americans with Disabilities Act (ADA).  Insufficient street right-of-way existed in front of the State Armory to complete the required improvements.   The State of California agreed to dedicate to the City the needed easements at no cost, understanding that the processing fee of $2,645 would be paid by the City.  The attached map shows the area of dedication.

This matter was reviewed by Deputy City Attorney Linda Trang on March 23, 2011, and by Budget Management Officer Victoria Bell on March 30, 2011.

TIMING CONSIDERATIONS
City Council action on this matter is not time critical.

FISCAL IMPACT
The required document processing fee of $2,645 will be paid from the project budget.  Sufficient Proposition C funds for this are budgeted in the Transportation Fund (SR 182) in the Department of Public Works (PW).  There is no impact to the General Fund.  This action will have no impact on local jobs.

SUGGESTED ACTION
Approve recommendation.
