TITLE
Recommendation to authorize City Manager to execute a General Services Agreement with the County of Los Angeles for five years.  (Citywide)

...DISCUSSION
On April 20, 2004, the City Council approved a five-year General Services Agreement (GSA) with the County of Los Angeles (County). The GSA is general in nature and grants the County authority to provide services requested by municipalities located within the county service area. Services provided under the GSA primarily consist of predatory animal control, prosecution of city ordinances, direct assessment collection, and a variety of public works activities. All services are provided on an "as-needed" basis. The Long Beach Public Works Department has utilized the GSA to assist with bridge assessments and repair/retrofit work, storm drain repairs and construction, street repairs, and materials testing. The current agreement will expire on June 30, 2009, and staff is recommending that the City enter a new agreement for another five-year term.

This matter was reviewed by Deputy City Attorney Linda Trang on February 9, 2009 and Budget Management Officer Victoria Bell on February 20, 2009.

TIMING CONSIDERATIONS
City Council action on this matter is requested on March 10, 2009, to provide sufficient time for this agreement to go before the County Board of Supervisors for approval prior to expiration of the current agreement.

FISCAL IMPACT
Individual purchase orders issued under this contract will be funded by the department issuing the purchase order within current appropriations; no appropriation increases are required.

SUGGESTED ACTION
Approve recommendation.

Respectfully Submitted,
