TITLE
Recommendation to authorize City Manager to execute an agreement with San Jose State University to facilitate internship opportunities at Long Beach Public Libraries for a period of five years with the option to renew for two additional five year periods at the discretion of the City Manager.  (Citywide)
 
DISCUSSION
In 2015, the Department of Library Services received a proposal from San Jose State University (SJSU), requesting that the Department of Library Services facilitate internships at Long Beach Public Libraries. The Department of Library Services will benefit from the proposed agreement, as the student interns will be providing labor and services at no cost in exchange for the learning experience gained through the internship.
 
The Department of Library Services will directly supervise each student and will submit performance reports to SJSU. SJSU will be responsible for providing all student orientations, placements, and the provision of liability and worker's compensation insurance. The City of Long Beach will not incur any costs from the proposed agreement.
 
This matter was reviewed by Deputy City Attorney Amy R. Webber on May 11, 2015 and by Budget Management Officer Victoria Bell on May 22, 2015.
      
TIMING CONSIDERATIONS
City Council action on this matter is requested on June 16, 2015, in order to formalize an agreement with San Jose State University.
 
FISCAL IMPACT
As all costs will be borne solely by San Jose State University, there will be no fiscal impact associated with the approval of this agreement. Since all students placed in libraries will be interns, it is anticipated that there may be a temporary positive local job impact associated with recommended action.

Approve recommendation.
