DISCUSSION
On August 7, 2012, the City Council authorized the City Manager to enter into annual contracts with CelPlan Technologies, Inc. (contract No. 32730), Siemens Industry, Inc. (contract No. 32731), and Pacific Services, Inc. (contract No. 32732), for furnishing and delivering video surveillance cameras and related system components. The total aggregate contract amount was a not to exceed $175,000 per year with the option to renew the contracts for two additional one-year periods.

The contract terms ended on August 20, 2014 with a remaining unspent contract authority of $141,882. The requested contracts will allow for the remaining contract authority to be used towards the completion of camera projects currently underway, such as Orizaba Park, Rainbow Harbor, and a number of branch libraries, as well as for ongoing maintenance and repair.

In September 2010, the Technology and Innovation Department (TI) assumed responsibility for the technical support of the cameras and telecommunications infrastructure connecting the cameras to the City's network. TI has continued to repair and maintain the existing cameras, as well as install new cameras at various locations throughout the City's facilities, parks and the public right-of-way. As funding is identified, TI, in collaboration with the Long Beach Police Department, plans to continue to maintain current systems and expand the use of video surveillance cameras across the City to enhance public safety. These cameras have proven to be a cost effective tool for preventing, deterring and investigating crimes.
