TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents and any subsequent amendments, with Laboratory Corporation of America for Patient Specimen Collection Services and Laboratory Data Management, in an annual amount of $60,000, with a 25 percent contingency in the amount of $15,000, for a total annual amount not to exceed $75,000, for the period of December 1, 2019 through November 30, 2020, with the option to automatically renew annually, under the same terms and conditions, at the discretion of the City Manager. DISCUSSION
City Council approval is requested to enter into an agreement with Laboratory Corporation of America (LabCorp) to provide Laboratory Data Management and Patient Specimen Collection Services for the HIV Care Coordination Clinic, Tuberculosis Clinic, Family Planning/Sexual Health Clinic, and Pre-Exposure Prophylaxis (PrEP) Clinic. The Health and Human Services Department (Health Department) has integrated the electronic health record system (NextGen) with LabCorp’s electronic data system to provide operational efficiencies that will allow for real time data submission and test results retrieval by the physicians and other qualified medical staff.
LabCorp provides the Health Department with a full-time phlebotomist for specimen collection of blood and urine samples and assists with obtaining billing information and completing the appropriate test request forms for LabCorp use. LabCorp provides equipment and supplies for services at no charge, which is a tremendous cost savings to the Health Department. Lab testing is mandated by State and County grant funded programs. Test results allow the provider to safely determine what treatment is needed for patients. Specimen collection is done on-site in the Family Planning/Sexual health Clinic during normal business hours.
