TITLE
Recommendation to receive and file report on attendance at the Independent Cities Association 2006 Summer Seminar in Rancho Bernardo, San Diego.

DISCUSSION
On July 13-1 6, 2006, I attended the Independent Cities Association 2006
Summer Seminar at Rancho Bernardo, San Diego.

The Independent Cities Association is a nonprofit public benefit corporation
that educates, advocates, and represents the interests of the 53 member
cities collectively.

The purpose of the Summer Seminar was to review and discuss critical
issues facing cities in the Southern California area. Leading experts and city
leaders provided information on pertinent topics including eminent domain,
government ethics, housing, filming in cities, and much more.

I participated as a featured speaker during a luncheon panel with Los Angeles
City Councilmember Janice Hahn on the topic of "America's Ports (Los
Angeles and Long Beach): Growing Pains.'' Because I was a participating
speaker, the seminar registration and lodging fees were offset by ICA.
