TITLE
Recommendation to authorize Development Services Department to process a refund totaling $10,849 to Bridge Housing Corporation for a project located at 1500 East Anaheim Street. (District 6)
DISCUSSION
Applicants pay a deposit for services, and reimburse costs related to the preparation of environmental impact reports consistent with the requirements of the California Environmental Quality Act. In the event services are not provided, or deposit monies exceed the amount of actual expenses and surcharges, applicants may request a refund. For this project, Bridge Housing Corporation is requesting a refund as their deposit has exceeded all expenses by $10,849.
In accordance with Long Beach Municipal Code Section 3.48.040, refunds exceeding $10,000 must be approved by the City Attorney and City Council. Approval to issue the refund is requested on behalf of the applicant.
This matter was reviewed by Assistant City Attorney Michael J. Mais on October 19, 2021 and by Budget Operations and Development Officer Rhutu Amin Gharib on October 26, 2021.
TIMING CONSIDERATIONS
City Council action is requested on December 7, 2021, to expedite processing of the refund.
FISCAL IMPACT
The approval of this recommendation will result in a refund of fees totaling $10,849 from the Development Services Fund Group in the Development Services Department. The requested action has no staffing impacts beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
