Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract and all necessary documents, including any subsequent amendments, with Critical Incident Videos, LLC, of Vacaville, CA, to provide transparency engagement advising services for critical incident videos, in an annual amount not to exceed $35,000, for the period of March 22, 2021 to March 21, 2022, with the option to renew for two additional one-year periods, at the discretion of the City Manager. DISCUSSION
City Council approval is requested to enter into a contract with Critical Incident Videos, LLC, to provide transparency engagement advising services for critical incident videos, in an annual amount not to exceed $35,000. This contract value does not usually require City Council approval but since the service provider is requiring a signed contract, a Resolution authorizing contract execution needs to be adopted by the City Council.
The Long Beach Police Department (LBPD) prioritizes transparency, communication, and trust building with the Long Beach community. As part of this effort, LBPD is consolidating communication efforts under the Office of the Assistant Chief of Police. The services provided through this contract for a Transparency Engagement Advisor will support the timely release of video communication to enhance transparency and understanding of critical incidents. The Transparency Engagement Advisor has produced over 70 videos for law enforcement agencies since June 2019 and is uniquely qualified to produce clear, simple presentation of critical incident videos.
City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process but allows for awards without a competitive bid process if accompanied by a Resolution adopted by the City Council.
