DISCUSSION
City Council approval is hereby requested to enter into a contract with DeBilio Distributors, Inc., for providing jail meal services at the Long Beach City Jail. The facility maintains a daily average population of 140 inmates, and provides three meals a day per inmate. The City of Long Beach provides products and services that meet standards mandated by the State of California regulations for detention facilities.

The Request for Proposals (RFP) was advertised on May 22, 2008, and 53 potential proposers specializing in food services were notified of the RFP: 10 are Minority-owned Business Enterprises (MBEs), 11 are Women-owned Business Enterprises (WBEs), 10 are Long Beach businesses, and 9 are certified Small Business Enterprises (SBEs). The RFP was made available from the Purchasing Division, located on the Plaza Level of City Hall, and the Division's website at www.longbeach.gov/purchasing. An announcement was also included in the Purchasing Division's weekly update of Open Bid/RFP Opportunities, which is sent to 30 local, minority, and women's business groups.

The proposals were reviewed by a panel consisting of a Police Sergeant and Detention Officer Supervisor; a Police Administrative Analyst; two Public Health Nutritionists; and the City Health Officer. DeBilio Distributors, Inc., was selected based on menu selection, satisfactory references relating to quality and service, and price.
