DISCUSSION
In 1992, a one-dollar vehicle registration fee on vehicles registered in Los
Angeles County was imposed with the implementation of Vehicle Code Section
9250.14. In April 2004, passage of Assembly Bill 1663 extended the provisions
of this section until January 1, 2010. The revenue generated is designated for
use in deterrence, investigation and prosecution of vehicle thefts in Los Angeles
County.
The Taskforce for Regional Autotheft Prevention (TRAP) has operated in and
around the city of Long Beach for the purpose of integrating investigative and
prosecutorial resources to address the expanding vehicle theft problem in Los
Angeles County. The mission of TRAP is to promote a coordinated effort and
encourage maximum cooperation between all law enforcement and prosecutorial
agencies in Los Angeles County, to deter and reduce the incidents of vehicle
theft, increase the recovery rate of stolen vehicles and identify trends and
patterns in vehicle theft.
The Long Beach Police Department has participated in the TRAP since 1992 by
providing one sergeant and one detective to the task force. Previous
participation was handled informally with no agreement required. A formal
agreement process is being instituted at this time.The term of the agreement shall be for a period of five years. Either agency may
terminate the agreement with sixty (60) days' written notice to the other
participating agency.
This matter was reviewed by Deputy City Attorney Richard Anthony on August
1 1,2005 and Budget Management Officer David Wodynski on August 15,2005.



TIMING CONSIDERATIONS
City Council action on this matter is requested on September 20, 2005 to
expedite the agreement.
