TITLE

DISCUSSION
In 1991 , the California Legislature enacted Assembly Bil 546 , enabling Los Angeles County to invest a percentage of State foster care dollars to family preservation in order to strengthen and preserve families by reducing out-of-home placement and expediting the safe return of children to their families.
Since 1994, the City Council has authorized the City s Department of Health and Human Services (DHHS) to contract with Los Angeles County to operate a Family Preservation Program and Family Support Network Program through the Centers for Families and Youth. The Family Preservation Program provides services to preserve families who have experienced previous problems in abuse , neglect and/or exploitation. The Family Support Program provides citywide family support activities, including case management mentoring, community picnics holiday festivals and basketball tournaments. In this grant application , the DHHS will also be applying for the new Adoption Promotion and Support Services Program , which wil require contracting out to an adoption agency to provide mentoring and support services for adoptions. The DHHS, in cooperation with community agencies, provides in-home counseling and
support services designed to strengthen basic and essential community assistance for families and bring a broad array of resources together to provide children a safe , secure and nurturing home environment.
