DISCUSSION
On November 17, 2011, Stacy Hinkel, an individual doing business as Moving Forward Fitness (MFF), submitted a proposal to the Department of Parks, Recreation and Marine (PRM) requesting the use of park and/or open space and surrounding walkways along Marine Stadium for the provision and operation of an outdoor stroller strides group fitness program. The stroller strides group fitness program consists of power walking, combined with total body toning exercises involving baby strollers. In 60 minutes, participants will receive a total body workout improving cardiovascular endurance, strength, and flexibility.

The goal of the stroller strides group fitness program is to assist moms in losing their pregnancy weight in a safe environment with instructors, who are knowledgeable in both prenatal and postnatal fitness. It is intended to be an effective workout that parents can do with their children. In addition, it will also provide social support, fun, and involvement, and help establish great role models of fitness and exercise for the children of participating parents to emulate. Stroller strides classes will be available to all expectant parents, and parents of children, newborn to four years of age.

MFF classes will consist of six, one-hour classes per site, per week. MFF will be responsible for ensuring that any items brought and used pursuant to its permitted use are removed promptly at the conclusion of each class.
