DISCUSSION
In 1994, the Department of Housing and Urban Development (HUD) established the Continuum of Care (CoC) program, which rewards communities that work together to coordinate housing and supportive service programs for homeless persons.  The driving force behind this effort is to encourage the development of a seamless strategy to aid individuals in the transition from homelessness to permanent housing.  The City of Long Beach has applied and received funding annually since 1995 to support the development of the Villages at Cabrillo and Multi-Service Center assets acquired during the Naval Base Realignment and Closure Act.  
 
Within the County of Los Angeles, there are four Continuum of Care jurisdictions:  The Los Angeles Homeless Services Authority (LAHSA jurisdiction encompasses 85 cities), the City of Long Beach, the City of Pasadena and the City of Glendale.  LAHSA has been managing a Supportive Housing Program (SHP) grant, operated by the United States Veterans Initiative (US Vets) that funds service delivery within the City of Long Beach at the Villages at Cabrillo.  HUD wishes to ensure appropriate jurisdictional authority and is coordinating with LAHSA and the City of Long Beach to ensure all projects funded are in fact located within the correct CoC jurisdiction.  Upon successful transfer of the 2009 CoC US Vets contract renewal, Long Beach will maintain oversight of all HUD contracts that operate at the Villages of Cabrillo campus.
 
This matter was reviewed by Deputy City Attorney Linda Trang on July 21, 2010 and by Budget Officer Victoria Bell on July 16, 2010.
 
TIMING CONSIDERATIONS
City Council action is requested on August 10, 2010 to allow sufficient time for the City of Long Beach Health and Human Services Department to coordinate with HUD to transfer the contract from LAHSA to the City of Long Beach, effective January 1, 2011, in order for the project sponsor, US Vets, to apply for the 2010 CoC competition within the City of Long Beach, which is currently in progress.
 
FISCAL IMPACT
The contract amount is not to exceed $350,396 for one year.  Funding will be made available through HUD and an appropriation will be requested in the Health Fund (SR 130) and the Department of Health and Human Services (HE) through the Fiscal Year 11 budget process.  There is no City match of funds required, no impact to the General Fund and no net impact to jobs associated with this action.
