TITLE

Recommendation to adopt Plans and Specifications No. R-7023 for the Termino Avenue Greenbelt Restoration; award a contract to Aramexx Group, Inc., of Ontario, CA, in the amount of $237,052, and authorize a 10 percent contingency in the amount of $23,705, for a total contract amount not to exceed $260,757; and authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments thereto.  (Districts 3,4)

 

DISCUSSION

City Council approval is requested to enter into a contract with Aramexx Group, Inc., for the Termino Avenue Greenbelt Restoration.

 

The City of Long Beach (City) and the Los Angeles County Department of Public Works (LACDPW) have worked together since 1993 to alleviate flooding problems by construction of a storm drain in an area that extends from the intersection of Redondo Avenue and Anaheim Street southerly to the Colorado Lagoon.

 

As part of the above operation, a new storm drain was constructed in the section of the Pacific Electric right-of-way (P.E. ROW), between 7th Street and 8th Street, (otherwise known as the Termino Avenue Greenbelt). Now that the construction of the new storm drain is completed, the restoration of the landscaping in this section of the greenbelt can take place. The proposed Termino Avenue Greenbelt Restoration Project involves the reinstatement of the landscaping in this section of the P.E. ROW, between 7th Street and 8th Street. The project scope includes the following:

 

                     Removal of dead trees and vegetation.

                     Planting of drought tolerant native shrubs and trees.

                     Installation of a manual irrigation system.

                     Construction of ten-foot-wide decomposed granite pathways through this section of the greenbelt.

                     Repair of existing perimeter fencing and the installation of new picket fencing and gates at specified locations.

                     Provide wood mulch ground cover.

 

The bid was advertised in the Press-Telegram on June 9, 2015 and 3,809 potential bidders specializing in landscaping were notified of the bid opportunity.  Of those bidders, 66 downloaded the bid via our electronic bid system.  The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.  A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority and women-owned business groups.  Four bids were received on July 8, 2015.  Of those four bidders, three were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs),   three were certified Small Business Enterprises (SBEs), one was a Disadvantaged Business Enterprise (DBE), and none were Long Beach businesses (Local).  Aramexx Group, Inc., of Ontario, CA (an MBE and SBE), was the lowest responsible bidder.

 

Local Business Outreach

 

In an effort to align with our outreach goal, Long Beach businesses are encouraged to submit bids for City contracts.  The Purchasing Division also assists businesses with registering on the Bids Online database to download bid specifications.  Through outreach, 344 Long Beach vendors were notified to submit bids, of which three downloaded the bid documents and none submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Linda Vu on August 5, 2015 and by Budget Management Officer Victoria Bell on August 24, 2015.

 

SUSTAINABILITY

 

The specified new trees and shrubs chosen for the project are drought tolerant. Wood chip ground cover is specified for all non-planted areas and outside the decomposed pathways in the park. The need for irrigation, after the plant establishment period, will be negligible. 

 

In accordance with the California Environmental Quality Act (CEQA), this project has been determined to be statutorily exempt.

                     

TIMING CONSIDERATIONS

City Council action to adopt Plans and Specifications No. R-7023 and award a contract concurrently is requested on September 8, 2015 to ensure that the contract is in place expeditiously.

 

FISCAL IMPACT

The contract award will not exceed $260,757, including the recommended 10 percent contingency of $23,705. The total project cost is estimated at $316,757 and includes construction, construction management, inspection and project support. The total project cost is funded with Gas Tax Street Improvement funds currently budgeted in the Gas Tax Street Improvement Fund (SR 181) in the Public Works Department (PW).  There is no local job impact associated with this recommendation.
