DISCUSSION
City Council approval is requested to enter into multiple contracts to furnish and deliver vehicular body, frame and refinishing repairs. The City enters into multiple contracts with a primary contractor and secondary contractor to ensure timely repairs at a reasonable cost.  Based on expenditures for the past two years, the proposed contracts are estimated to total $350,000.
 
Various service rates and performance criteria are established in the contract and the total cost to complete a specific repair will be based on the standard labor and parts rates established in the Mitchell estimating software.
 
The bid was advertised on November 1, 2006, and 128 potential bidders specializing in automobile body repair services were notified of the bid opportunity; 17 are a Minorityowned Business Enterprise (MBE), seven are a Women-owned Business Enterprise (WBE), 30 are Long Beach businesses (LBBE), and 12 are a certified Small Business Enterprise (SBE). The bid document was made available from the. Purchasing Division located on the Plaza Level of City Hall and the Division's website at www.lbpurchasing.org.  A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 32 local, minority and women's business groups. Bids were opened on August 3, 2006. Danny's Auto Painting (WBE) of Santa Ana, CA, and Eddy's Auto Body & Paint (MBE/Local), of Long Beach, CA, are the lowest responsible . bidders.
 
This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on October 30, 2006 and Budget Management Officer David Wodynski on December 29, 2006.
 
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. PA-00807 and award contracts concurrently is requested on January 9, 2007 to ensure contracts are in place as soon as possible. The current contract expired on November 21, 2006.
 
FISCAL IMPACT
Of the total estimated cost, $350,000 is budgeted in the Fleet Services Fund (IS 386), with $290,000 in the Department of Public Works (PW) and $60,000 budgeted in the Harbor (HA) and Water (WA) Departments. The estimated usage is based on historical expenditures and reflects no increase from the annual amount estimated and approved in the previous contract. The City will have the option of adding expenditures up to 10 percent (or $35,000) above the contract amount.
