DISCUSSION
City Council approval is requested to amend the terms of eight agreements to add an additional one-year period and to increase the aggregate amount by $1,500,000, for a total aggregate amount not to exceed $10,500,000, with existing firms selected for as-needed architectural design services.
On June 2, 2015, the City Council adopted Specifications No. RFP PW-14-005 and awarded contracts Aetypic, Inc., Architects McDonald, Soutar & Paz, Inc., Gwynne Pugh Urban Studio, Inc., HMC Architects, IBI Group, Kardent, Mary McGrath Architects, and RD-DA. These firms are used to provide professional architectural design services to assist with preparing feasibility studies, conceptual and schematic designs, construction documents, planning documents, accessibility upgrade specifications, and other services needed to implement City Council-approved projects related to facility and building improvements. Examples of currently budgeted projects that may require architectural services include, but are not limited to, libraries, parking structures, community centers, fire stations, and police stations.
The current agreements expire July 19, 2020, and the City has exhausted all extensions provided in the contracts. Extending the term an additional year will ensure continuity of projects that are already underway and will help the City to be able to continue to deliver projects. Due to the unforeseen delays associated with emergency COVID-19 response, a new procurement for these services has been postponed. The requested action will provide adequate time for staff to complete another procurement process without an interruption to services.
This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on May 14, 2020, Deputy Finance Director Sandy Tsang-Palmer on May 18, 2020, and by Budget Analysis Officer Julissa José-Murray on May 21, 2020.
TIMING CONSIDERATIONS
City Council action is requested on June 9, 2020, to allow for uninterrupted continuation of services.
FISCAL IMPACT
The aggregate contract authority for as-needed architectural design services will increase from $9,000,000 to $10,500,000. The recommendation will extend the term of these agreements to July 31, 2021. To date, City staff have authorized approximately $5.0 million in work under the existing architectural service agreements. There is no additional appropriation requested at this time. Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with the existing City Council priorities. Approval of this action would potentially have a positive impact on the local job market.
