DISCUSSION

City Council approval is requested to amend Contract No. 35182 with TruePoint Solutions, LLC, and Contract No. 34816 with Baker Crew Consulting, Inc., to continue providing technical support for existing and future technical projects related to Infor Public Sector, the City of Long Beach’s (City) primary permitting and licensing system.

 

On October 3, 2017, the City Council awarded contracts to TruePoint Solutions, LLC, and Baker Crew Consulting, Inc., as part of its adoption of RFP TI17-015 for providing as-needed professional and technical services related to Infor Public Sector, for a period of two years, with the option to renew for two additional one-year periods, in an amount not to exceed $1,700,000. The contract renewal options have expired.

 

Infor Public Sector is an enterprise-wide system several departments use to manage workflows and services related to building, code enforcement, planning, business licensing, and permitting. Departments currently using the system include the  Development Services, Financial Management, Fire, Health and Human Services, Police, and of Public Works Departments.

 

At the direction of the City Council, the City is moving forward quickly on a project to replace or upgrade Infor Public Sector. The City will use the current system until all existing workflows are migrated to a new or upgraded system or platform. As such, a new vendor will have insufficient time and resources to learn the highly customized configuration currently maintained in the Infor Public Sector system. Both TruePoint Solutions, LLC, and Baker Crew Consulting, Inc., deeply understand the specialized business processes of the departments using the Infor Public Sector system. Having these firms as a resource enhances the Technology and Innovation Department’s ability to respond quickly to technical requests required to meet regulatory changes while maintaining current operations and preparing to migrate to a new system.

 

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on August 16, 2023, Purchasing Agent Michelle Wilson on August 15, 2023, and by Budget Analysis Officer Greg Sorensen on August 18, 2023.

 

TIMING CONSIDERATIONS

City Council action to amend Contract Nos. 35182 and 34816 is requested on September 12, 2023, to ensure continued stabilization and enhancement needs for the Infor Public Sector system may be addressed in a timely manner.

 

FISCAL IMPACT

There is no fiscal impact associated with this recommendation. The requested action will extend the existing contract for an additional one-year period effective March 30, 2023 with the option to renew for two additional one-year periods. The renewal is within the originally approved amount of $1,700,000; only $600,000 has been spent to date. Sufficient appropriation is budgeted in the General Services Fund Group in the Technology and Innovation Department to support this activity.  Costs are recovered from client departments and are budgeted in the annual Technology and Innovation Department Memorandum of Understanding (MOU). This recommendation is anticipated to have no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
