DISCUSSION
The Land and Water Conservation Fund (LWCF) program, established in September 1964, provides funds for acquiring and developing outdoor recreation areas and facilities. It was initially authorized for a 25-year period and has been extended for another 25 years, to January 2015. The National Park Service administers the program nationally, however, under provisions of the California Outdoor Recreation Resources Plan Act of 1967, the Director of the State Department of Parks and Recreation administers funds allocated to California. Funds for the program are derived from federal recreation fees, sales of federal surplus real property, the federal motorboat fuels tax, and Outer Continental Shelf mineral receipts. LWCF grants require a 50 percent match.
 
The River Shore View Trail will extend the Los Angeles River (LARIO) Trail and the California Coastal Trail on the jetty that separates the Los Angeles River from the Golden Shore Wetlands. Development of the trail includes a 950' extension of the trail, trailhead improvements, and a river/wetlands overlook, as well as a drinking fountain, hardscape improvements, safety access fencing, and trail bollards. The trail expansion will increase awareness of and access to the Golden Shore Wetlands, the LARIO Trail, and the California Coastal Trail for area residents, local and regional cyclists, tourists, and naturalists.
 
This matter was reviewed by Deputy City Attorney Gary J. Anderson on October 22, 2007, and Budget Management Officer Victoria Bell on October 25,2007.
 
TIMING CONSIDERATIONS
City Council action is requested on November 6, 2007, in order that the grant-funded project may begin as soon as possible.
 
FISCAL IMPACT
The total cost of this project is estimated at $200,000. Grant monies will offset 50 percent of project costs; Park Impact Fees will fund the remaining 50 percent.
