TITLE
Recommendation to authorize City Manager to execute all documents necessary to enter into an agreement with Chambers Group, Inc., for environmental assessment services at Colorado Lagoon as required by California Environmental Quality Act (CEQA) and National Environmental Protection Act (NEPA) guidelines, in an amount not to exceed $215,000.  (District 3)
 
DISCUSSION
On February 7, 2006, the City Council accepted grant funding in the amount of $3,823,868 from the State Water Resources Control Board (SWRCB) for restoration of the Colorado Lagoon. The next step in the restoration process is to complete an environmental assessment that will fulfill CEQA and NEPA requirements for projects that might affect the environment. The services to be provided include sediment quality sampling, CEQAlNEPA document preparation and submittal, permit acquisition and community outreach. The requested services are of a unique and specialized nature, which staff does not have the necessary expertise to undertake.
 
The Public Works Department solicited Requests for Qualifications (RFQ) and 17 firms attended the pre-bid conference. Five firms submitted their qualifications for review, none of which were either minority- or women-owned businesses. Engineering Bureau staff scored the qualifications and the three highest scoring firms were invited to an oral interview. A selection panel then scored the oral presentations and concluded Chambers Group, Inc., was the most qualified.
 
This matter was reviewed by Deputy City Attorney Lisa Peskay Malmsten on April 24, 2006, and Budget Management Officer David Wodynski on April 20, 2006.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on May 9, 2006, to authorize commencement of this Public Works project. The environmental assessment is anticipated to begin in May 2006 and should take approximately 180 days to complete.
 
FISCAL IMPACT
The contract award is in an amount not to exceed $215,000. Sufficient funds to cover the contract are budgeted in the Capital Improvement Fund (CP) in the Department of Public Works (PW). The funding source is the State Water Resources Control Board, Clean Beaches Grant.
