DISCUSSION

City Council approval is requested to enter into contracts with Consolidated Electrical Distributors, Inc., dba All Phase Electric Supply Co, and Walters Wholesale Electric Company, for furnishing and delivery of as-needed street lighting equipment.

 

The Public Works Department (Public Works) is responsible for the maintenance and repair of of over 30,000 street lights in the public right-of-way and other City of Long Beach (City) maintained properties. The City’s street lighting system needs to be maintained on a regular basis to be kept in working order. Public Works also performs repairs or replacements when street lights are damaged in accidents.

 

The Invitation to Bid (ITB) was advertised in the Long Beach Press-Telegram on November 30, 2021, and 88 potential bidders specializing in street light equipment were notified of the bid opportunity. Of those bidders, 23 downloaded the bid via the City's electronic bid system. The bid document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.  A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which was sent to 35 local, minority owned, and women-owned business groups. There were two bids received on December 21, 2021. Of those two proposers, none were a Minority-owned Business Enterprise (MBE), none were a Woman-owned Business Enterprise (WBE), none were certified Small Business Enterprises (SBEs), and one was a Long Beach business (Local). Consolidated Electrical Distributors, Inc., dba All Phase Electric Supply Co (not a MBE, WBE, SBE, or Local) and Walters Wholesale Electric Company (Local) were the lowest responsible bidders.

 

 

Local Business Outreach

 

To align with the City's outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download RFP or BID specifications. Through outreach, three Long Beach vendors were notified to submit proposals, of which one downloaded and submitted a proposal. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley and Budget Management Officer Nader Kaamoush on March 18, 2022, and by Purchasing Agent Michelle Wilson on March 14, 2022.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. ITB PW21-087 and award a contract concurrently is requested on April 5, 2022, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total annual aggregate contract amount will not exceed $924,000, inclusive of a 20 percent contingency.  Sufficient appropriation to support the annual aggregate contract amount is budgeted in the General Fund Group in the Public Works Department.   Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The award of this contract will provide continued support to our local economy by assisting in the preservation of employment for 51 full-time employees residing in Long Beach.
