TITLE
Recommendation to adopt Specifications No. PA-01008 and award a contract to Sanofi Pasteur, Inc., to furnish and deliver communicable disease and travel vaccines, in the estimated amount of $115,000, plus a 10 percent contingency if necessary and if funding is available, for a period of one year, with the option to renew for two additional one-year periods, at the discretion of the City Manager.  (Citywide)

DISCUSSION

City Council approval is being requested to authorize the City Manager to execute a contract for the purchase of communicable disease and travel vaccines that the Department of Health and Human Services (DHHS) provides in its Walk-In and Travel Clinics. These vaccinations are essential to insuring the control of communicable diseases in the community. Travel vaccinations are often required for international travelers to protect them from acquiring diseases that are prevalent in certain parts of the world, and also to protect the community by preventing the spread of diseases from other countries.  As one of the largest travel clinics in Southern California, the DHHS receives numerous referrals from physicians throughout the region, and charges patient fees that cover the cost of providing these services.

The bid was advertised on August 13, 2008 and 37 potential bidders specializing in drugs and pharmaceuticals were notified of the bid opportunity; three are Minority-owned Business Enterprises (MBEs), four are Women-owned Business Enterprises (WBEs), four are Long Beach businesses, and one is certified Small Business Enterprises (SBEs). The bid document was made available from the Purchasing Division, located on the Plaza Level of City Hall, and the Division's website at www.lonqbeach.qov/purchasing. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority, and women's business groups. Bids were opened on August 21, 2008. Sanofi Pasteur, Inc., of Swiftwater, PA, was the lowest responsible bidder.

This item was reviewed by Deputy City Attorney Amy R. Burton on September 18, 2008, and Budget Management Officer Victoria Bell on September 19, 2008.

TIMING CONSIDERATIONS
City Council action is requested on October 14, 2008 to ensure that the new contract is in place expeditiously.

FISCAL IMPACT
The cost of this contract is $115,000. The costs of the vaccinations are offset by fees that are charged to clients of the Walk-In and Travel Clinics. Sufficient funds are currently appropriated in the Health Fund (SR 130) in the Department of Health and Human Services (HE). Existing funding has no impact on the General Fund (GP). The City will have the option of adding expenditures of up to 10 percent (or $11,500) above the contract amount, if necessary and if funding is available.
