TITLE

Recommendation to adopt Specifications No. ITB GO 16-070 and award a contract to Alloy Products Distribution, of San Clemente, CA, for furnishing and delivering gas meter and pipe parts and fittings in an annual amount not to exceed $400,000, for a period of two years, with the option to renew for two additional one-year periods, at the discretion of the City Manager.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into a contract with Alloy Products Distribution for furnishing and delivering gas meter and pipe parts and fittings to be used for the repair, replacement, maintenance, and construction of the City's natural gas pipeline system, as well as support Long Beach Gas and Oil Department’s (LBGO) Advanced Metering Infrastructure (AMI) project that was authorized by the City Council on June 10, 2014.  The various sizes of gas meter and pipe parts and fittings are required to support the meter work necessary for the safe and efficient delivery of natural gas to LBGO customers in Long Beach and Signal Hill and the AMI project.

 

The bid was advertised in the Press-Telegram on December 18, 2015, and 3,718 potential bidders specializing in gas meter and pipe parts and fittings were notified of the bid opportunity.  Of those bidders, 20 downloaded the bid via our electronic bid system.  The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing.  A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority and women-owned business groups.  Three bids were received on January 5, 2016.  Of those three bidders, none were Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), none were certified Small Business Enterprises (SBEs), Disadvantaged Business Enterprises (DBEs), or Long Beach businesses (Local).

 

Local Business Outreach

 

In an effort to align with our outreach goal, Long Beach businesses are encouraged to submit bids for City contracts.  The Purchasing Division also assists businesses with registering on the Bids Online database to download the bid specifications.  Through outreach, 33 Long Beach vendors were notified to submit bids, of which none downloaded or submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Richard Anthony on January 19 2016, and by Budget Management Officer Victoria Bell on January 21, 2016.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. ITB GO 16-070 and award a contract concurrently is requested on February 9, 2016, to ensure that the contract is in place expeditiously.

 

FISCAL IMPACT

The contract award is for a total annual amount not to exceed $400,000. Sufficient funding is budgeted in the Gas Fund (EF 301) in the Long Beach Gas and Oil Department (GO).  There is no local job impact associated with this recommendation.
