DISCUSSION

The Measure H Revenue Committee for Los Angeles County completed its recommendations for the distribution of Measure H funds for the period of July 1, 2020 through October 31, 2020. The funds were aligned under different strategies to address homelessness some of which are to be managed by the Los Angeles Homeless Services Authority (LAHSA), the Continuum of Care (CoC) for Los Angeles County, and the City of Los Angeles combined. During this process, the three CoCs (Long Beach, Pasadena, and Glendale) that are independent of LAHSA negotiated for a direct carve-out of resources specific to activities provided by these CoCs. Services that will be carved out specifically for Long Beach include homeless prevention, rapid rehousing, outreach coordination, strengthening the coordinated entry system, and emergency shelter/crisis housing. These initiatives are necessary to enhance the support services within the local system of care.

 

The Long Beach CoC (Homeless Services Division) will receive approximately $904,615 as a direct allocation for the strategies. In addition, LASHA has agreed to roll over the monies not utilized during the last contract period, which ended June 30, 2020. The amount to be rolled over is $2,233,302. Therefore, the total amount the Long Beach CoC will receive is approximately $3,137,917. This amount will be granted for the term of July 1, 2020 to October 31, 2020.

 

On May 11, 2020, the Health and Human Services (Health) Department released a Request for Proposals (RFP) to select nonprofit agencies for the services of homeless prevention and rapid-rehousing. The proposal review process was conducted by an Ad Hoc Proposal Committee comprised of four Homeless Services Advisory Committee members. Interval House, Salvation Army, and Volunteers of America of Los Angeles were selected to provide rapid rehousing services, and Interval House was selected to provide homeless prevention services. The total Measure H funds recommended for these subcontractors is approximately $1,567,659.

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on August 12, 2020 and by Revenue Management Officer Geraldine Alejo on August 13, 2020.

 

TIMING CONSIDERATIONS

City Council action is requested on September 1, 2020, to commence the program as soon as possible and spend the funds before the deadline set forth by LAHSA.

 

FISCAL IMPACT

The City’s total Measure H funding allocation is estimated up to $3,137,917 for the period of July 1, 2020 to October 31, 2020.  Sufficient appropriation is budgeted in the Health Fund Group in the Health and Human Services Department for program costs, offset by reimbursement revenue.  Measure H funding does not have a match or in-kind service mandate.

 

The total aggregate contract amount for homeless prevention and rapid-rehousing services will not exceed $1,567,659 for the approximate period of July 1, 2020 to October 31, 2020.  Funding for the contract amount will be supported by the City’s Measure H funding allocation.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
