TITLE
Recommendation to authorize City Manager to execute an agreement and any subsequent amendments with the Housing Authority of the County of Los Angeles for the City of Long Beach to provide supplemental law enforcement services for the Carmelitos Housing Development for a period of three years for an estimated annual reimbursement of $368,600.  (District 8)
 
DISCUSSION
Since 1985, the Long Beach Police Department has contracted with the Housing Authority of the County of Los Angeles (HACOLA) to provide police services at the Carmelitos Housing Development in North Long Beach. In addition, the City and County have entered into separate agreements since that date in connection with supplemental police services for narcotic and gang enforcement. The Department has again been requested by HACOLA to provide supplemental law enforcement services for the Carmelitos Housing Development. The  supplemental services provided will include community policing and narcotic and gang investigation and enforcement. The agreement shall be for the term of one year commencing on September 1, 2006, and ending on August 31 , 2007, with two, one-year extension  options, and may be terminated upon 30 days' written notice. In the event of such  termination, a prorated portion of compensation will be made for services provided. The  agreement will include the following: Three community policing officers permanently assigned to work 40 hours per week performing community policing, investigation and intervention  services. Investigations and enforcement actions involving gang and narcotic activity will be provided by the Gang Detail, Special Enforcement Section, Narcotic Detail or Community Policing Teams. A sergeant will provide supervision and direction in identifying crime trends, quality of life issues and community concerns and will implement the steps necessary to
address those issues. This matter was reviewed by Deputy City Attorney Richard Anthony on July 19, 2006 and Budget Management Officer David Wodynski on July 20,2006.
TIMING CONSIDERATIONS
The previous contract expired on October 6, 2005. HACOLA subsequently issued monthly
purchase orders to continue the supplemental services. City Council action on this matter
is recommended on August 1, 2006, to expedite the long-term agreement.
 
 
FISCAL IMPACT
The annual reimbursement from the County of Los Angeles will be approximately
$368,600, based on the FY 07 cost to provide the requested services. The three-year
contract will total approximately $1,135,500. The agreement allows for periodic cost
increases to be charged to Los Angeles County due to negotiated salary increases and
increased equipment costs. There is no net cost to the General Fund (GP) as a result of
this agreement.
