DISCUSSION

The California Oral Health Program (OHP) was established in July 2014.  The mission of the OHP is to improve the oral health of all Californians through prevention, education, and organized community efforts.  To achieve these goals, the OHP is providing strategic advice and leadership to oral health stakeholders throughout the state, building oral health workforce capacity and infrastructure, and implementing and evaluating evidence-based best practices in oral disease prevention.  Local health jurisdictions are working with the California Department of Public Health to develop a state oral health plan.  The OHP plan will serve to identify priorities, goals, and objectives to address the burden of disease, increase access to oral health services for high risk populations, and to increase the oral health status of all Californians.

 

The Health and Human Services Department (Health Department) seeks to implement the OHP plan to create and expand capacity at the local level to educate, prevent, and provide linkages to treatment programs for high-risk populations (children and adults who have experienced tooth decay, cavities or periodontal disease), and improve the oral health status of all City residents.

 

The grant term is from 2018 to 2022 and consists of planning and implementation phases.  During the planning phase, the Health Department will focus on set-up and establish a Citywide oral health plan by working with community stakeholders to build capacity, determine program direction, and coordinate education and outreach to at risk populations. The implementation phase will focus on achieving the OHP objectives: (1) Improve the oral health of Californians by addressing determinants of health, and promoting healthy habits and population-based prevention interventions to attain healthier status in healthy communities;  (2) Align community programs to support and sustain clinical linkages for increasing utilization of dental services; (3) Collaborate with community stakeholders, foundations, professional organizations, and educational institutions to expand capacity for supporting prevention and early treatment services; and, (4) Develop and implement communication strategies to inform and educate the public, dental teams, and decision makers about oral health information, programs, and policies.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on December 18, 2017 and by Revenue Management Officer Geraldine Alejo on December 21, 2017.

 

TIMING CONSIDERATIONS

City Council action is requested on January 9, 2018, to start the program and meet required objectives.

 

FISCAL IMPACT

The Health Department is eligible to receive reimbursement up to $1,435,350 ($287,070 per year for five years), for the grant period of January 1, 2018 through June 30, 2022.  An appropriation increase for year one and two in the amount of $574,140 is requested in the Health Fund (SR 130) in the Health and Human Services Department (HE).  Funding for subsequent years will be requested through the annual budget process.  No match or in-kind service mandate is required, and there is no local job impact associated with this recommendation.
