DISCUSSION
Despite the advances in HIV/AIDS prevention, testing and treatment, AIDS rates continue to increase disproportionately in the Latino population. Hispanic AIDS cases comprised nearly one-third of the cases reported in Long Beach last year.
 
The National Council of La Raza (NCLR)/California State University Long Beach (CSULB) Center has received a grant from the CSULB Foundation through the Centers for Medicare and Medicaid Services to conduct the Protege tu Familia: Hazte la Prueba (Protect your Family: Get Tested) Project, a Community Health Outreach Model (peer health educator/promotore model). The goal of this project is to provide culturally and linguistically appropriate HIV education to Spanish-speaking populations at-risk for HIV infection. The project will accomplish this by training and empowering peer health educators to provide HIV risk-related information through group educational sessions and by referrals to encourage HIV testing. The CSULB Foundation will subcontract with the City of Long Beach Department of Health and Human Services (Health Department) to outreach and enroll project participants, and to provide HIV group education sessions. The funding will also provide some incentives for project participants. The amount of $13,121 will be awarded for the six-month period of March 1, 2008 to August 31, 2008, with the expectation of additional funding in the amount of $14,404 to be awarded for the following year.
 
Existing Health Department staff within the Maternal and Child Health Program and the Youth Health Education Program will be utilized to coordinate and conduct this project.
These staff members have expertise in outreach to the target population and in the provision of education for HIV prevention. Staff will: recruit approximately 200 to 225 potential project clients to participate in educational sessions; arrange meeting space at various sites throughout the community; conduct the educational sessions; collect data;
and report back to the NCLR/CSULB Center.
 
This matter was reviewed by Deputy City Attorney Linda Trang on May 28, 2008 and by Victoria Bell, Budget Management Officer on June 5,2008.
 
TIMING CONSIDERATIONS
Council action is requested on June 17, 2008 in order to continue the program without interruptions.
 
FISCAL IMPACT
The initial sub-award amount for year one (March 1, 2008 to August 31, 2008) is $13,121 and an appropriation in this amount is included in the recommendation. There is no City match and no impact to the General Fund.
