DISCUSSION
The Department of Parks, Recreation and Marine (PRM) has consistently contracted with environmental and engineering consulting firms to provide services pertinent to the maintenance and management of the City's recreational water bodies, including restoration and enhancement of EI Dorado Park lakes, Scherer Park lakes sediment removal, Bluff Park restoration, Colorado and Rainbow Lagoons renovation and restoration, and dredging at Alamitos Bay and its entry channel; and structural elements, such as restoration and renovation of the Belmont Veterans Memorial Pier, inclusive of seismic retrofit, as well as other projects requiring professional expertise. Services provided through these contracts have included:

In anticipation of the current contracts expiring and in order to minimize or prevent disruption to current projects, a Request for Proposal (RFP) was published on March 13, 2008, in accordance with Administrative Regulation 8-4, "Selecting Professional Consultants." A total of 592 companies specializing in coastal engineering and environmental consulting were notified. Of that number, 92 potential companies downloaded the RFP. Seven of them are Disadvantaged Business Enterprises (DBEs), ten are Minority-owned Business Enterprises (MBEs), 16 are Women-owned Business Enterprises (WBEs), six are Long Beach businesses, and 14 are a certified Small Business Enterprise (SBE).
 
The proposal was made available from the Purchasing Division, located on the Plaza Level of City Hall, and the Division's website at www.lonqbeach.qov/purchasinq. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 32 local, minority, and women's business groups. Five proposals were received by the April 8, 2008, due date. A selection board consisting of PRM managers, knowledgeable in their respective fields, evaluated all proposals received. Four firms were selected to participate in oral interviews conducted on May 30, 2008. Because of the broad scope of services required and the closely competitive qualifications of the top firms, the panel chose to select the top two firms with the intent of awarding contracts to each of them. The total expenditure for these services is not to exceed $400,000 collectively.
 
This matter was reviewed by Deputy City Attorney Gary J. Anderson on July 8, 2008, and Budget Management Officer Victoria Bell on July 18, 2008.
 
TIMING CONSIDERATIONS
City Council Action is requested on August 5, 2008, to ensure timely completion of ongoing and pending major projects, and to allow sufficient time to execute the new contracts.
 
FISCAL IMPACT
The cost of these two contracts is not to exceed $400,000 annually. $50,000 is budgeted in the General Fund (GP) in the Department of Parks, Recreation and Marine (PR), and $350,000 is budgeted in the Tidelands Fund (TF) in the Department of the Parks, Recreation and Marine (PR).
