TITLE
Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $1,300 offset by the Sixth Council District One-time District Priority Funds transferred from the Citywide Activities Department, to provide contributions of:
• $925 to Long Beach Forward to support their Conscious Cinema: Film and Dialogue event on September 16, 2023;
• $375 to Hands of New Hope to support the Backpack Giveaway held on August 19, 2023;
Decrease appropriations in the General Fund Group in the Citywide Activities Department by $1,300 to offset a transfer to the City Manager Department; and
Restate the recommendation approved by City Council on December 6, 2022, to correct the name of the recipient receiving the $500 donation of Sixth Council District One-time District Priority Funds from Long Beach Residents Empowered to Social and Environmental Entrepreneurs, and $500 from AOC7 to Partners of Parks.
DISCUSSION
Long Beach Forward is a community-based organization dedicated to working with Long Beach residents and partners to tackle institutional issues stemming from racial and income inequity. Their mission is to create a healthy Long Beach with low-income communities of color by building community knowledge, leadership, and power. On September 16, 2023, Long Beach Forward is hosting a free movie screening and community discussion event called Conscious Cinema: Film and Dialogue. Event participants will connect to one another as a community, explore a greater understanding around the issues as they continue to exist today, and be introduced to ways they can take part in local social change opportunities.
Hands of New Hope is a 501(c)(3) nonprofit that provides resources and develops programs to serve the needs of families, seniors, and youths in the underserved communities of the City of Long Beach. Contributions to Hands of New Hope will go to support their Backpack Giveaway event that took place on Saturday, August 19, 2023 at Dr. Martin Luther King Jr. Park.
On November 15, 2022, City Council approved a $500 donation to Long Beach Residents Empowered (LiBRE) for their year-end 2022 Community Night on November 17 to celebrate their work in advocacy and empowerment of tenants throughout Long Beach. The Sixth Council District has submitted a request to correct the recipient of these funds from Long Beach Residents Empowered to Social and Environmental Entrepreneurs.
On May 2, 2023, City Council approved a $500 donation to AOC7 for their 9th Annual Literacy Fair on May 20. The Sixth Council District has submitted a request to correct the recipient of these funds from AOC 7 to Partners of Parks.

TIMING CONSIDERATIONS
This item is being submitted through the supplemental agenda to allow for timely processing of funds.
FISCAL IMPACT
This recommendation requests the City Manager to provide funds to Hands of New Hope to support their Backpack Giveaway and to Long Beach Forward to support their Conscious Cinema: Film and Dialogue event. The total appropriation increase of $1,300 in the General Fund Group in the City Manager Department will be offset by a decrease of appropriation of Sixth Council District One-time District Priority Funds in the General Fund Group in the Citywide Activities Department.
There is no fiscal impact to correct the recipient of the $500 donation of Sixth Council District One-time District Priority Funds from Long Beach Residents Empowered to Social and Environmental Entrepreneurs. No appropriation is needed as it was approved by City Council on November 15, 2022. There is no fiscal impact to correct the recipient of the $500 donation of Sixth Council District One-time District Priority Funds from AOC7 to Partners of Parks. No appropriation is needed as it was approved by City Council on May 2, 2023.
The requested action is anticipated to require a minimal level of staff hours beyond the budgeted scope of duties and is expected to have minimal impact on existing City Council priorities.
