TITLE
Recommendation to adopt resolution authorizing City Manager to execute a contract with Wondries Fleet Group, for the purchase of two new 2007 Chevrolet Suburban 2500 4WD SUVs per quote dated January 23, 2007 on the same terms and conditions as are afforded to the County of Los Angeles Sheriff's Department, Los Angeles, California, in an amount not to exceed $81,040, including tax, with an option for purchasing additional Chevrolet Suburban SUVs if necessary and if funds are available.  (Citywide)
 
DISCUSSION
City Council approval is being requested to enter into a contract for the purchase of two Chevrolet Suburbans for the Long Beach Fire Department, as Battalion Chief vehicles.
 
The Long Beach Fire Department has been utilizing the Chevrolet Suburban as Battalion Chief vehicles and currently has one unit scheduled for replacement as part of the City's multi-year replacement plan, and one unit retired from service due to an accident in late-2006. There are currently no back-up units available in the Fire Department's Fleet.
 
The new Suburbans will result in the replacement of one existing Suburban that is nine years old in addition to the salvaged unit taken out of service. The budgeted replacement cycle of a Suburban is nine years. The scheduled vehicle to be replaced is at such an advanced age that managing maintenance costs and repair downtime is creating excessive inefficiencies.
 
The City Charter provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.
 
The Department of Public Works, Fleet Services Bureau, investigated procurement options and learned that the County of Los Angeles Sheriff's Department had completed a competitive bid process for Chevrolet Suburbans and has a purchase order with Wondries Fleet Group, that meets the City's needs. This cooperative purchase
 
agreement will facilitate the timely acquisition of Battalion Chief vehicles and provide cost benefits to the City.
 
Wondries Fleet Group has agreed to sell two new 2007 Chevrolet Suburbans to the City of Long Beach under the same terms and conditions as are afforded to the County of Los Angeles Sheriff's Department in an amount not to exceed $81,040, including tax, with an option to purchase additional Suburbans if necessary and if funds are available.
The Matrix Fleet Review Study also supports the use of cooperative purchase agreements and adherence to a long-term replacement plan.
 
This matter was reviewed by Deputy City Attorney Lori A. Conway and by Budget and Performance Management Bureau Officer David Wodynski on March 9, 2007.
 
TIMING CONSIDERATIONS
City Council action is requested on March 20, 2007, to ensure that the Battalion Chief vehicles are built and placed into service in a timely manner.
 
FISCAL IMPACT
The purchase price of two Chevrolet Suburbans $81,040, including tax, is currently budgeted in the the Fleet Services Fund (IS 386) in the Department of Public Works (PW).
