TITLE

DISCUSSION
The Workforce Development Bureau operates the Youth Opportunity Center
(YOC) to provide a full array of employment and education services to young
people ages 14-21 who face barriers to successful transition into the world of
work. The YOC offers internships, work experience, assistance with completion
of school, referrals to local education providers, and unsubsidized employment
opportunities. To complement and enhance services in the community, the YOC
contracts with various organizations to operate special projects to reach
targeted youth most in need of services. Programs are tailored to assist youth in
two categories: in-school and out-of-school youth. Below is information related to
youth served during the 2004-05 program year.

Last year, with input from the Youth Council, a Request for Proposals (RFP) was
distributed to procure workforce development services for in-school youth, for the
period of October 1, 2004 through September 30, 2005. Seven in-school youth
providers were selected for subsequent contracts. Based on performance, youthpopulations most in need, and available funding in the "in-school" category, the
Youth Council and the Workforce Development Board are recommending an
extension of funding for four of the seven subcontractors for the period of
October 1, 2005 through September 30, 2006. Those recommendations for inschool
contractors are included in Exhibit "A."
On August 8, 2005, a new RFP for "out-of-school" youth service providers for the
2005-2006 program year was issued. Seven responses were received and rated
by the Program Design Sub-committee of the Youth Council. The Youth Council
and Workforce Development Board ultimately recommended funding for five of
the youth providers. The recommendations for out-of-school contractors are also
included in Exhibit "A."
This letter was reviewed by Deputy City Attorney Everett L. Glenn on September
15, 2005, and Budget Management Officer David Wodynski on September 23,
