TITLE

DISCUSSION
The Workforce Investment Network (Network) recently received $6,373,593 in federal Workforce Investment Act funds as part of the American Recovery and Reinvestment Act (ARRA) of 2009. In anticipation of the ARRA funds, the Workforce Investment Board adopted a framework in February for priority of investment of resources around the residents and businesses most in need of assistance. For the Dislocated Worker, Adult and Rapid Response grants, eligible uses of funds for worker retraining, skills development, and support services continue as key strategies. Specifically, the Network will place additional emphasis on customized training for businesses, development of on-the-job training opportunities, temporary financial assistance to trainees and leverage of complementary training investments by One-Stop Partners.
 
As a step to achieve the goal of expanding training opportunities for Network customers, the Network collaborated with Long Beach Memorial Medical Center (LBMMC) to design, develop, and implement a $70,000 customized training program (Program) for Patient Care Assistants. The Program will train 25 incumbent workers and 25 unemployed adult or dislocated workers, and will focus on developing transferable computer, clinical and customer service skills essential for employment in the healthcare industry. Each participant will need to complete 120 hours of classroom and clinical training.
 
The Program will operate between September 2009 and June 2010, and will comprise five cycles of 10 participants each.

TIMING CONSIDERATIONS
City Council action is requested on September 1, 2009 in order to facilitate processing of required documents.
 
FISCAL IMPACT
Sufficient funds are currently appropriated in the Community Development Grants Fund (SR 150) in the Department of Community Development (CD). This appropriation will support the estimated initial outlays in FY 09. Funding for next fiscal year's activities will be requested in FY 10. There is no impact to the General Fund.
