DISCUSSION

Since 2011, the Health and Human Services (Health) Department has received funding from Los Angeles County Department of Public Health to help first-time pregnant teens/youth who are living in poverty within Long Beach.  Nurse Family Partnership (NFP) services focus on clients from all of the Long Beach area that meet the criteria of the Prevention and Early Intervention (PEI) target populations including pregnant teens and women in stressed families, have mental health issues, experiencing substance abuse, at risk of entering the criminal justice system, experiencing homelessness, are hearing impaired, or exposed to trauma. NFP services are delivered by a NFP-trained public health nurse who manages an average caseload of no less than 20 clients, with the goal of maintaining a case load of 25 clients.  The NFP nurse performs the NFP services in accordance with NFP-National Service Office protocols and policies, and also performs health assessments, case management, and referrals to needed services.

 

The NFP program, along with other Health Department services, aims to increase access to care and improve health outcomes for mother and child, which ialigns with the City’s overall goal to keep Long Beach safe, healthy, and economically robust.

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on July 27, 2020 and by Revenue Management Officer Geraldine Alejo on July 31, 2020.

 

TIMING CONSIDERATIONS

City Council action is requested on August 18, 2020, to continue the program without interruption.

 

FISCAL IMPACT

The City will receive annual grant funding of $148,853 for the grant period of July 1, 2020 through June 30, 2022.  An appropriation increase, offset by grant revenue in the amount of $148,853, is requested in the Health Fund Group in the Health and Human Services Department.  No match or in-kind service mandate is required.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
