TITLE
Recommendation to authorize City Manager to execute an agreement and subsequent amendments with The Local Initiative Health Authority for Los Angeles County, dba L.A. Care Health Plan, to support electronic health information activities, in an amount not to exceed $50,000 from January 1, 2006 through June 30, 2006; and increase appropriations in the Health Fund (SR 130) in the Department of Health and Human Services (HE) by $50,000.  (Citywide)
 
DISCUSSION
The Department of Health and Human Services (DHHS) has taken steps to upgrade and expand its capacity for electronic collection of health information in the Long Beach Public Health Information System (LBPHIS) project. This includes capturing clinical information that will create efficiencies and improve the quality of care provided to our patients.
Additionally, DHHS has taken the lead role in the Long Beach Network for Health Coalition (LBNH), a public-private partnership to promote use of electronic health information throughout the Long Beach area.
 
L.A. Care Health Plan (L.A. Care) has awarded the City a six-month training and implementation support grant as part of L.A. Care's eHealth Initiative. The implementation support grant will provide capacity to implement innovative eHealth strategies in Long Beach including the LBPHIS and LBNH projects. These activities support the goals of several federal initiatives such as Healthy People 2010, the National Health Information Network, and Bioterrorism Preparedness and Response Capacity. This project is consistent with the DHHS technology strategic plan and the City's eGovernment activities.
This project will also support reporting of performance measures for Focus On Results Long Beach.
 
This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on March 10, 2006 and Budget Management Officer David Wodynski on March 9, 2006.
 
TIMING CONSIDERATIONS
City Council action is requested on March 21, 2006, as services under the agreement commenced on January 1, 2006.
 
FISCAL IMPACT
The City will receive grant revenues of approximately $50,000 to be expended from January 1, 2006 through June 30, 2006. Grant funds will cover the costs of program coordination, implementation, and evaluation. An appropriation increase of $50,000 is included in the recommendation.
