DISCUSSION
The agreements for as-needed engineering services are for the performance of civil engineering and landscape architecture design services and for the preparation of construction documents for Public Works and Redevelopment Agency projects including pavement restructuring and reconstruction on public streets, correction of surface drainage deficiencies, storm drain improvements, alley repair and repaving, streetscape improvements, roadway medians, landscaping and irrigation.
 
The consultants were selected as the four most qualified providers of the services desired through a competitive Request for Qualifications (RFQ) process, in accordance with Administrative Regulation 8-4, "Selecting Professional Consultants." The RFQ was posted on the Public Works website. Twenty-one statements of qualifications were received. Seven firms were invited for oral interviews and as a result the four subject firms, none of which were minority-owned, women-owned or Long Beach based businesses, are recommended to provide the services requested.
 
This item was reviewed by Senior Deputy City Attorney Donna F. Gwin on May 31, 2006, and Budget Management Officer David Wodynski on June 2, 2006.
 
City Council action on this matter is requested on June 13, 2006, to allow execution of the agreement and commencement of work.
 
FISCAL IMPACT
 
The four contract awards are for a maximum amount of $1,500,000 each, for an aggregate maximum total not to exceed $6,000,000 during the three-year term of the agreements. Sufficient funds to cover these costs are budgeted in various projects in the Capital Projects Fund (CP) in the Department of Public Works (PW) and the Department of Community Development (CD), respectively. An appropriation increase is not required.
