DISCUSSION

City Council approval is requested to enter into agreements with Sprint Solutions (Sprint), Verizon Wireless (Verizon) and AT&T Mobility (AT&T) to provide cellular broadband services.

 

The Technology and Innovation Department (TI) is responsible for administering cellular broadband service for the City of Long Beach’s (City) mobile workforce.  The City currently uses over 900 mobile cellular data devices, of which approximately 60 percent are used by Public Safety departments.  As bandwidth capabilities have continued to improve, the use of cellular data technology has also continued to grow, enabling the use of more City applications from the field.

 

The Police and Fire Departments recently upgraded their mobile data computer system to ruggedized laptop computers and tablets to enable more work to be completed in the field.  By using cellular data modems, staff can remotely access the City’s network to write reports, research computerized records, retrieve investigative database information and photographs, and access other City-related applications from the field. Wireless broadband devices are also used to provide connection to remote offices.

 

The State of California Department of General Services has executed Participating Addendum No. 7-10-70-15 with Sprint, Addendum No. 7-10-70-16 with Verizon, and Addendum No. 7-11-70-17 with AT&T under the National Association of State Procurement Officials (NASPO) ValuePoint cooperating purchase agreement for wireless products and services.  City departments are currently using services provided by these three vendors under these agreements. The existing agreements for these services will expire on January 31, 2018. TI desires to extend the term of its agreements with Sprint, Verizon, and AT&T to ensure that cellular broadband service for the City’s public safety and mobile workforce is uninterrupted.

 

City Charter Section 1802 provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment, and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council. The proposed Resolution allows purchases under the NASPO ValuePoint agreement for as long as it is in effect, and the City’s participation may be terminated at any time with 30 days’ prior written notice.

 

The use of cooperative purchasing contracts provides agencies with opportunities for greater efficiencies in acquiring goods and services, reduces the City’s administrative burden of conducting a competitive bid process, and provides greater cost savings by leveraging multiple-agency buying volumes.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on December 11, 2017 and by Budget Management Officer Rhutu Amin Gharib on December 20, 2017.

 

TIMING CONSIDERATIONS

City Council action is requested on January 9, 2018, to ensure cellular broadband service is uninterrupted.

 

FISCAL IMPACT

The total aggregate annual cost for this service will not exceed $600,000.  Sufficient funds have been budgeted in the General Services Fund (IS 385) in the Technology and Innovation Department (TI). Costs for cellular broadband services are recovered through the annual TI Department Memorandum of Understanding with City departments.  There is no local job impact associated with this recommendation.
