Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35819 with The Nonprofit Partnership (TNP), for collaboration support for the implementation of All Children Thrive Long Beach, to extend the term through November 30, 2021. (Citywide)
DISCUSSION
City Council approval is requested to amend Contract No. 35819 with The Non Profit Partnership (TNP), for collaboration support for the implementation of All Children Thrive Long Beach to extend the term through November 30, 2021 to expend and report on grant funds received.
On September 8, 2020, the City Council approved to enter into an agreement with The Nonprofit Partnership (TNP), for collaboration support on the implementation of All Children Thrive Long Beach.
The Early Childhood Education Program (ECEP) works to support families by providing information and services to help children in Long Beach reach their full potential and live in healthy and safe homes and communities. ECEP works closely with the Early Childhood Education Committee, early childhood education professionals, and various community stakeholders whose focus are children between the ages 0 to 5 years.
Within the ECEP is the All Children Thrive (ACT) Long Beach initiative. ACT works to identify what is required for children in Long Beach to thrive and realize their fullest potential, while supporting existing resources and closing gaps for children who are disproportionately affected by inequities. By adopting the Accountable Community of Health framework to support its mission and vision, ACT tackles the root causes that have led to the striking disparities that exist across Long Beach. This framework has been vital to establishing ACT’s mission, vision, governance structure, community engagement model, and more. ACT receives some funding support through the California Accountable Communities for Health Initiative (CACHI). The City of Long Beach Department of Health and Human Services serves as the backbone organization of ACT and its Steering Committee.
The Best Start Central Long Beach grant, provided by The Nonprofit Partnership, will support the implementation of the following ACT Long Beach goals:
1. Increase the health of children birth through age 8;
2. Improve children’s ability to learn successfully;
3. Ensure children grow in safe environments; and
4. Support the social, emotional, and mental health needs of children and their families.
Funds will be used to cover the costs associated with a back to school drive up immunization event, a child abuse awareness intervention campaign, a community convening for the creation of the Portfolio of Interventions, administrative costs associated with collaboration support, and resident engagement.
This matter was reviewed by Deputy City Attorney Taylor Anderson on November 3, 2021 and by Budget Management Officer Greg Sorensen on November 12, 2021.
EQUITY LENS
The City has incorporated the Equity Toolkit in this recommendation, as requested by the City Council on April 21, 2020. The services derived from this contract were completed in accordance with procurement procedures. Additionally, the services provided under this contract address the root causes that have led to the striking disparities that exist across Long Beach, closing gaps for children who are disproportionately affected by inequities, and work to identify what is required for children in Long Beach to thrive and realize their fullest potential.
TIMING CONSIDERATIONS
City Council action to amend Contract No. 35819 is requested on December 7, 2021, to extend the term and expend the grant funding to provide these services in a timely manner.
FISCAL IMPACT
This amendment to Contract No. 35819 is a no cost extension and provides the total funding amount of up to $25,000 to be expended through November 30, 2021, with a final report due to TNP by December 15, 2021. Sufficient appropriation is currently budgeted in the Health Fund Group in the Health and Human Services Department. No match or in-kind service mandate is required, and there is no local job impact associated with this recommendation. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.
