DISCUSSION
The Department of Community Development has been awarded another round of funding from the State of California Governor's Office of Emergency Services, Program for Cities. The Gang Reduction, Intervention and Prevention (Cal GRIP) grant is a two-year grant beginning on April 1 , 2010 and ending on April 1 , 2012. The grant amount is $382,639 with a 100 percent in-kind match provided by Long Beach Workforce Investment Network, Community Developmeht - Neighborhood Services Bureau, Long Beach Police Department, Department of Health and Human Services - Weed & Seed Program, and the Boys & Girls Clubs of Long Beach.
 
The objectives and outcomes section of the Cal GRIP grant is attached as Exhibit A.  The guidelines for the Cal GRIP grant require that police beats with crime statistics related to gang activity be the focus of the grant activities. For this Cal GRIP grant, the focus areas are police beats 404,405,407,321, and 323. (Exhibit B).
 
The grant will enhance the current Cal GRIP grant that was awarded in 2008, and will continue to complement the Weed and Seed Program efforts of implementing a community-based, multi-agency approach to law enforcement, crime prevention, and neighborhood restoration. The Cal GRIP grant will provide youth, who have been identified as actively involved in criminal or gang activity, with positive alternatives to gang participation in a safe environment; promote community awareness and education through anti-gang messages; and enhance the coordination of existing efforts and resources related to youth and gang violence prevention, intervention, and community services.
 
The Cal GRIP grant will employ an "evidence based" strategy called the Safe Community Partnership that will involve multiple City departments in a program called "Cease Fire." This model has been successful in other large cities within the United States and has proven to save lives, documenting a 25 to 60 percent reduction in homicides. In addition, the Cal GRIP grant focuses on assisting other local anti-gang efforts garnering resources from the Department of Health and Human Services, the Police Department, Long Beach Unified School District, California State University, Long Beach (CSULB), community-based organizations and other regional partners.
 
This letter was reviewed by Deputy City Attorney Richard Anthony on March 25, 2010 and Budget Management Officer Victoria Bell on March 31, 2010.
 
TIMING CONSIDERATIONS
City Council action is requested on April 20, as the grant agreement must be executed and submitted to CALEMA no later than April 30, 2010.
 
FISCAL IMPACT
The receipt of $382,639 in grant funds is not currently budgeted. Therefore an appropriation increase in the Community Development Grants Fund (SR 150) in the Department of Community Development (CD) is requested as part of the recommended action. The required 100 percent City match will be provided through the existing appropriation in various City departments. There is no fiscal impact to the General Fund.
