TITLE
Recommendation to authorize City Manager, or his designee, to execute all necessary to amend Contract No. 32995 with C.S. Legacy Construction, Inc., for the Chittick Field project, to increase the contract by an additional amount of $1,111,934 for a revised not-to-exceed contract total of $8,009,960.  (District 6)
 
DISCUSSION
The Chittick Field project is located in the central part of the City of Long Beach on a site known as the Hamilton Bowl/Chittick Field (Site). The Site, which operates as the Hamilton Bowl Detention Basin, is currently owned and operated by the Los Angeles County Department of Public Works Flood Control District. The Site consists of approximately 19 acres of undeveloped parcels of land used as a flood control detention basin and as a National Pollution Discharge Elimination System (NPDES) compliance site for the City of Long Beach and the City of Signal Hill. The Project Site is also used as a general recreational area for seasonal sports and picnicking by residents of the surrounding community pursuant to a lease agreement with the County of Los Angeles. The roughly 19-acre loosely trapezoid-shaped land parcel is bounded by East 20th Street and the City of Signal Hill to the north, a 12-foot wide alley between Rose Avenue and Gardenia Avenue to the east, commercial parcels fronting on East Pacific Coast Highway to the south, and Walnut Avenue to the west.
 
On March 19, 2013, the City Council adopted plans and specifications No. R-6952 and authorized the City Manager to execute a contract for construction of improvements to Chittick Field with C.S. Legacy Construction, Inc., in the amount of $6,178,299. On August 13, 2013, City Council approved a recommendation to increase the contract with C.S. Legacy Construction, Inc., by $719,727 for a revised not-to-exceed contract total of $6,898,026, for the installation of Musco track and field lighting. At this time, City Council authorization is requested to increase the contract by an additional $1,111,934 for a revised not-to-exceed contract total of $8,009,960. The additional contract authority is needed for costs associated with addressing design changes to the new low-flow pump station (LFPS) implemented by LA County during the plan check process. During the extended plan check and approval process, the existing LFPS was required to be left in place, greatly impacting construction sequencing, requiring a bypass system and remobilization of dewatering and electrical installation services.
 
This matter was reviewed by Deputy City Attorney Linda Vu on April 8, 2014 and by Budget Management Officer Victoria Bell on April 9, 2014.
 
CEQA Analysis
 
The additional work will not change the approved Addendum to the Environmental Impact Report (EIR) approved on August 16, 2012.
 
TIMING CONSIDERATIONS
City Council action on this matter is required on April 22, 2014, in order for the construction of the new low-flow pump station to be completed, allowing for the parking lot and remaining seating area to be constructed.
 
FISCAL IMPACT
The contract increase of $1,111,934 is currently appropriated in the project budget, and consists of $908,000 in one-time infrastructure funding from Council District 6, and $203,934 remaining from the $1,000,000 in one-time funding allocated by the City Council for Chittick Field as part of FY 14 Budget Adoption. This action may have a positive impact on local jobs.
