TITLE
Recommendation to authorize City Manager to execute all necessary documents with Bowman Systems, LLC to provide computer software for the continuance of the Homeless Management Information System in an amount not to exceed $70,000 annually, contingent upon annual funding renewal from HUD for a three-year period. (Citywide)
DISCUSSION
The Department of Health and Human Services (Health Department) is required to maintain a Homeless Management Information System (HMIS) as mandated by the U.S. Department of Housing and Urban Development (HUD) for all agencies funded by the Continuum of Care Supportive Housing Program (SHP). This project, currently funded by a $225,493 SHP grant, is an important component for monitoring program outcomes and success as well as for meeting HUD Homeless Assistance Program requirements. This computer software product assists the Health Department in tracking persons who are homeless through case management and housing, in collaboration with community-based providers of homeless services.
The HMIS software has been utilized by the Long Beach Continuum of Care since November of 2006. The contract has ended with the current vendor, and therefore, the Health Department must assess local needs for the next contract period. On March 26, 2008, a Request for Proposals (RFP) was released to identify a software vendor with the expertise to facilitate the continuance of a HMIS, which would comply with the HUD-mandated data elements. Seven vendors submitted proposals in response to the RFP, which were reviewed by a steering committee comprised of Health Department staff and six Continuum of Care partner agencies.
Bowman Systems, LLC was selected as the best vendor to meet current and future local objectives to provide the HMIS.
This matter was reviewed by Deputy City Attorney Linda Trang on June 17, 2008 and Budget Management Officer Victoria Bell on June 19, 2008.
TIMING CONSIDERATIONS
City Council action is requested on July 8, 2008 in order to execute the contract with Bowman Systems, LLC with a start date of August 1, 2008, which is the start date for the City contract with HUD which funds HMIS services.
FISCAL IMPACT
The total amount of the agreement is not to exceed $70,000, allocated for the first year of the contract, with years two and three contingent upon HUD renewal of funding for the HMIS grant, for a period not to exceed three years. Sufficient funding for this program has been secured through HUD and is currently appropriated in the Health Fund (SR 130) and Department of Health and Human Services (HE). The General Fund appropriation currently supports the required cash match of $43,364.
