TITLE
Recommendation to authorize City Manager to execute amendments to Contract Nos. 33356, 33355 and 33357 with Federal Signal Safety and Security Systems, of University Park, IL, Halifax Security, Inc., of Brick, NJ, and Convergint Technologies, of Orange, CA, respectively; and to increase contractual authority by $200,000, for furnishing and delivering video surveillance cameras and related system components increasing the aggregate contract total amount not to exceed to $700,000.  (Citywide)
 
DISCUSSION
City Council approval is requested to authorize the City Manager to execute contract amendments to furnish and deliver video surveillance cameras and related system components at the Long Beach Police Department (PD) Forensic Science Services building and Crime Lab located at 1400 Canal Avenue, and expand the existing cameras inside the Evidence Control Section building.
 
Evidence that is used to support front-line law enforcement investigations and prosecutions, is processed and secured at the Crime Lab and Evidence Control Section buildings.  Best practices and proper risk management dictate installation of a surveillance system to secure evidence.  The proposed system cameras will be compatible with the City's and the PD's Genetec camera system and the Long Beach Common Operating Picture (LBCOP) system allowing officers and Emergency Operations and Communications Center personnel to see both the interior and the exterior of the buildings.  All cameras will have infrared technology assisting with capturing images at low light.  Procurement and installation of this equipment will be managed by the Technology Services Department (TSD).  
 
On January 21, 2014, the City Council adopted Specifications No. ITB TS-14-025 to enter into contracts with Federal Signal Safety and Security Systems, of University Park, IL; Halifax Security, Inc., of Brick, NJ; and Convergint Technologies, of Orange, CA, in a total amount not to exceed $500,000 for the furnishing and delivering of video surveillance cameras in public spaces.  
 
Because the current project was still in the planning phase at the time of original award, it was not included as part of the contract.  This request is for an additional $200,000 in contract authority to complete the installation of a surveillance system to secure evidence at the Crime Lab and Evidence Control facilities as it was bid in Specifications No. ITB TS-14-025.  Utilizing the same equipment and installation services ensures the interoperability of all City camera systems.
 
This matter was reviewed by Deputy City Attorney Kendra Carney on May 28, 2014 and by Budget Management Officer Victoria Bell on May 13, 2014.  
 
TIMING CONSIDERATIONS
City Council action to authorize contract amendments is requested on July 1, 2014 to ensure timely purchase and installation of the camera system.
 
FISCAL IMPACT
The aggregate contract award is for a total amount not to exceed $700,000.  Expenses will be fully offset by State COPS13 funding, appropriated by the City Council on June 11, 2013 and is budgeted in the General Grants Fund (SR 120) in the Police Department (PD).  There is no local job impact associated with this recommendation.
