Recommendation to adopt resolution establishing the Pacific Gateway Workforce Investment Board; rescind Resolution No. C-27763; and approve execution of any necessary documents or agreements between the Pacific Gateway Workforce Investment Board and the chief elected official(s) relating to the duties prescribed by the State and the United States Department of Labor for the oversight of the local workforce investment area. DISCUSSION
The federal Workforce Investment Act of 1998 (WIA) mandates the establishment of a local workforce investment board (WIB) in each city, county or consortium of cities receiving workforce development funds from the Governor. Through the WIA and the State Unemployment Insurance Code, local WIBs, in consultation with the chief elected official, are tasked with responsibility for coordinating workforce investment strategies with local economic development efforts; developing and submitting an annual workforce development plan to the Governor; selecting local one-stop career center operators and awarding contracts to youth services providers; executing memoranda of understanding with partner agencies; setting policy for usage and thresholds of WIA training funds; conducting oversight of local workforce development programs; and negotiating with the Governor on local performance measures.
On October 24, 2000, the City Council adopted Resolution No. C-27763, which established the Greater Long Beach Workforce Development Board as the local WIB. That Resolution specified the number and categories of members to be appointed to the Board, and the process by which the cities of Long Beach and Signal Hill would appoint residents and business representatives. Current implementation of Senate Bill 293 requires that the composition of the local WIB increase to ensure that 15% of the membership is labor organization representatives and that small business development centers are added as mandated One-Stop Partners and WIB Members. With the ongoing requirement for 51 % private sector representation, the WIB will increase in size from 37 members to approximately 45 (depending on extent of representation by certain public sector members). At the same time, expansion of the local workforce area approved by the City Council and State in July 2007, creates need to articulate appointment processes for the cities of Torrance and Lomita.
The proposed resolution formally establishes the Pacific Gateway WIB and addresses the necessary composition changes, clarifies the allocation of business member slots for the cities of Lomita, Signal Hill and Torrance, and establishes the process by which those cities will appoint their respective members. The resolution also establishes a WIB Advisory Committee comprised of one elected official, or designee, representing each of the four (4) cities of the designated local workforce investment area, who shall serve as ex-officio, non-voting members of the WIB. The Committee will provide input on the strategic direction of the WIB.

TIMING CONSIDERATIONS
City Council action is requested on November 6, 2007 to facilitate processing of required documents.

There is no fiscal impact associated with this item. There is no impact on the General Fund.
